We have expertise and experience.
Our team brings together experience of law, planning, children’s services, health and research design, in addition to local government and public sector governance, scrutiny and culture change.

We don’t do what we don’t know. As an ethical consultancy, we do not take on work that sits outside of expertise. We are specialist, not generalist - and our offer to our clients is that our work is informed by our experience.

Gareth Anderson

Director of Consultancy | BA (Hons), LLB (Hons)

Gareth is a family law barrister, with specialisms including public law children. He was an elected member for 11 years, during which time he led the children’s services portfolio. He has extensive experience of audit, scrutiny, policy-making and local government reorganisation.

With additional past experience as a qualified teacher and as a civil servant at the Home Office, Gareth brings considerable expertise to our consultancy services.

James Doyle

Director of Planning | BSc (Hons), MSc

James is a prize-winning planning academic. He combines significant professional planning experience (as a surveyor) with direct experience of local government planning and development control. He is an Associate Fellow at University College of Estate Management.

He has given talks to professional industry bodies, including RICS, and delivered training for elected members. James also has particular expertise in public engagement and consultation.

Dr Olly Scargill

Director of Policy | MBBS

Olly is an NHS doctor with experience in strategic communications, board governance, and local government. His principal interests are in health and care, but he has experience in a range of governance matters (including local government boundary reviews).

As a strategic communications consultant, Olly has worked directly for a former Deputy Prime Minister of the United Kingdom as well as a series of private sector clients.
